Ford posts big 4Q profits but misses Wall Street

(AP) ? An accounting change boosted Ford's fourth-quarter net income, but without the gain the company fell short of Wall Street's expectations.

Weak sales in Europe and lower production in Thailand eroded Ford's profits.

Investors punished the stock in pre-market trading, where shares fell nearly 5 percent to $12.14.

Ford earned $13.6 billion in the fourth quarter, due to a decision to move deferred tax assets back onto its books. Without that change, the company's pretax operating profit totaled $1.1 billion, or 20 cents per share, missing analysts' forecasts of 25 cents.

The company lost money in Europe and Asia in the fourth quarter. But its North American operating profit rose 33 percent to $889 million.

"The quarter was really driven by North America," Chief Financial Officer Lewis Booth said.

Booth also said November flooding in Thailand, which affected its parts suppliers, had a greater impact than the company expected. Ford lost 34,000 units of production in Thailand and in South Africa, which relies on Thai-made parts. He said the company also saw higher costs for steel and other commodities. Ford spent $2.3 billion more on commodities in 2011 than the prior year, or $100 million more than it had forecast.

Europe's debt crisis weighed on car sales in that region.

For the full year, the U.S.-based company made $20.2 billion, or $4.94 per share. Without the accounting gain, it earned $8.76 billion, or $1.51 per share, its highest operating profit since 1999. Full year revenue rose 13 percent to $136.3 billion.

Analysts had forecast full-year earnings of $1.86 per share on revenue of $127.31 billion.

Based on its full-year North American results, Ford said it will make profit-sharing payments of around $6,200 each to its 41,600 U.S. hourly employees. Employees will get their checks in March.

Ford moved $15.7 billion worth of tax credits and other assets off its books starting in 2006 because it wasn't making money so it couldn't take advantage of them. The company moved most of them back onto its books in the fourth quarter because it anticipates using them now that it's profitable.

The change will affect Ford's tax rates going forward. Ford's tax rate was 9 percent in 2010 because of the assets that were being held in the valuation allowance account. Ford's new rate will be closer to 30 percent.

Booth said the change is a strong indication that the company expects to remain profitable. Another is Ford's decision last month to reinstate a 5-cent quarterly dividend starting in March.

But Booth said the international climate remains turbulent. Ford is trying to hold the line on incentive spending in Europe, but that could cost some sales. He doesn't expect Asia to be a solid contributor to profits for several more years, as the company tries to expand there. The South American market is also getting more competitive, he said, and Ford's products there are older than some new entries.

Ford is cutting European production in the first quarter by 36,000 vehicles because of weak sales. It's also making smaller production cuts in Asia and South America, but is increasing production in North America by 18,000 vehicles.

Rubio: Immigration not only issue for Hispanics (AP)

WASHINGTON ? A Hispanic-American U.S. senator from Florida who's considered a rising star in the Republican Party says too much is being made of the significance of immigration to his community.

Sen. Marco Rubio says that while immigration is of critical importance, economic security weighs more heavily on Hispanics' minds "on the vast majority of the days of the year."

Rubio appeared on "CBS This Morning" Thursday after harshly criticizing Newt Gingrich's campaign ad labeling Mitt Romney the most anti-immigration candidate. Rubio said "I wouldn't characterize it as a scolding," and said he was a Gingrich "admirer." The ad has been pulled off the air.

Rubio declined speculation about the GOP's vice presidential nomination, saying he didn't think it would be him. He's remained neutral in the closely fought Florida Republican primary.

Rachel Havrelock: Where Exactly Is Biblical Israel?

The phrase "Biblical Israel" often passes on the lips of Republican presidential contenders, representatives of the Netanyahu government, and Israeli settlers. But where exactly is this Israel of the Bible to be found?

Not in the Bible itself. The Hebrew Bible (known to Christians as the Old Testament and to Jews as the Torah or Tanakh) contains five different "maps." These "maps" aren't pictures, but lists of boundaries that define the Promised Land. None of them resemble the modern-day "Biblical Israel." One map -- surprisingly found in the book of Joshua, which describes an all-out holy war -- suggests a regional federation in which the tribes of Israel overlap and coexist with local inhabitants. Joshua chapter 15, verse 63 even states: "the Jebusites (local inhabitants of Jerusalem) and the People of Judah dwell together in Jerusalem until today." This not only sounds like contemporary Jerusalem -- a mixed city of Palestinians and Israelis -- but also like a prophecy of how the division of Jerusalem might give way to dwelling together.

The closest we get to "Biblical Israel" in the Bible is a map buried in the book of Numbers in which the land spans from the Mediterranean Sea in the west to the Jordan River in the east. The northern and southern boundaries don't correspond to "Biblical Israel" at all.

If not the Bible, then where does "Biblical Israel" come from? It results from a series of decisions made by the British when they asserted their power and later controlled the Middle East. With increasing awareness of the rich oil fields paralleling the Tigris and Euphrates Rivers and dreams of transporting this oil to Europe via the Mediterranean Sea, the British War Office began funding the efforts of the biblically driven Palestine Exploration Fund (PEF). The PEF aimed to prove the legitimacy of the Bible through scientific endeavors like archeology and mapping. In 1879, the British War Office published maps that became widely available in 1880. The 26 sheets of hand-drawn maps present a Palestine conforming to the biblical formulae "from Dan to Beersheba" for the north-south axis and "from the Jordan to the Sea" for the east-west axis. Thus the Holy Land as a potential holding of a Protestant empire was born.

In 1922, the League of Nations approved the British map of Mandate Palestine that reintroduced the idea of the Jordan River as a border. 1922 marks the first time that Protestants ruled the Holy Land as well as the birthday of "Biblical Israel." The Jews and Arabs who wanted this land for their own countries adopted the British map. Where the British saw the birthplace of Jesus and an excellent port for the shipment of Iraqi oil to Europe, Jews envisioned Israel and Palestinians imagined an independent Palestine.

From 1922 on, most Jewish nationalists recognized the Jordan as the ancient border that would one day define their state. This aspiration found fulfillment when Israel conquered the West Bank and reached the Jordan River in the 1967 war. The British map had a parallel impact on Palestinian nationalists. Although the Palestinian Arab Congresses held in the early 1920s rejected the British Mandate as well as the 1922 map, striking and rioting against both, the borders of the desired Palestine were constituted by the Mandate. The 1968 Palestinian National Charter makes the case most clearly: "Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit." The "biblical" land doubly claimed by Palestinians and Israelis results from the British administration of the Middle East.

Since the 1920s -- indeed since the 1960s -- there is much water under the bridge. In the symbolic lexicon of Israelis, the Jordan River, as in the Bible, represents the line between homeland and exile. In the very real experiences of Palestinians exiled across the Jordan as a result of the 1948 and 1967 wars, the Jordan River marks the difference between exile and homeland. Battles have been fought and, ultimately, a peace treaty signed between Israel and the Hashemite Kingdom of Jordan that recognizes a span of the river as the border between them.

Right-wing religious groups, whether Israeli or Palestinian, aspire to rule all of "Biblical Israel" or "Historic Palestine." In truth, these maps result from British colonialism and not from religious tradition. Religious ideas about this land are, in fact, more fluid, more flexible, and more accepting of the different peoples who live within its uncertain borders.

Islamist set to be Egypt's new parliament speaker (Reuters)

CAIRO (Reuters) ? Leading Egyptian political parties will back a senior figure in the Muslim Brotherhood's Freedom and Justice Party (FJP) for the assembly's speaker, with another Islamist group and a liberal party taking the deputy posts, an FJP official said on Monday.

The prime task of the new parliament, the first elected since an uprising swept Hosni Mubarak from power last year, will be to pick a 100-strong assembly to write a new constitution.

Liberals fear that sweeping gains by Islamists in elections will put faith-based parties in the driving seat and lead to more religious strictures.

Islamists insist they want an inclusive government and a constitution that represents all Egyptians.

"No political stream or popular group will be eliminated from this political process," said Emad Abdel Ghaffour, head of the Islamist al-Nour party. "The proportional weight of these parties and their competencies will be taken into consideration."

The FJP, which secured the biggest bloc in the parliamentary election, is proposing its Secretary-General Mohamed al-Katatni for speaker, its head Mohamed Morsi said after meeting other key parties.

"The parties meeting today have agreed to respect the popular will that formed the parliament and was expressed in the vote results," Morsi told reporters. "The party with the proportional majority would field a candidate for the parliament speaker post."

Under the agreement between parties which included liberal and Islamists groups, the two deputy speaker posts would go to the Nour party, runners up in the vote, and the party with the next biggest number of votes.

FJP is projected to secure 232 seats, or 46 percent, while the more hardline Nour party, which advocates the strict application of Islamic law, has 113 seats, or 23 percent.

Two liberal groupings, the Wafd Party and the Egyptian Bloc, are projected to come in third and fourth, but the full results of the staggered election that began in November have yet to be announced because votes in some areas are going to be run again.

Wafd, which trailed Islamists in the vote, wasn't part of the deal but said it will decide its position on Thursday.

"We weren't informed of anything and weren't part of any talks," said Wafd's secretary general Foad Badrawy. "The issue will be discussed on Thursday and we will decide."

The Egyptian bloc is an alliance of three liberal and leftist groups.

Members of parliament will choose the speaker and his two deputies when they gather for the first time on January 23.

Kazakhstan votes after deadly oil town riots (Reuters)

ZHANAOZEN, Kazakhstan (Reuters) ? Kazakhstan voted on Sunday in an election that will admit a second party to parliament, in a small concession to democracy by President Nursultan Nazarbayev after deadly clashes in a mutinous oil town shook the country's stable image.

In Zhanaozen, the oil town where at least 16 people were killed in December clashes between police and protesters, black-clad police, many armed with Kalashnikov rifles, patrolled the streets. Beneath billboard images of Nazarbayev, who has ruled since 1989 and has no obvious successor, voters braved a blizzard to cast their ballots.

Although Nazarbayev's ruling party is certain of a landslide win, this election, like no other before it, will guarantee the second-placed party a presence in the lower house, regardless of whether it clears the 7 percent entry threshold.

While the president's most critical opponents have been barred from standing, the vote is designed to create a veneer of democracy in the ex-Soviet state. The 71-year-old leader is under pressure to counter unrest in a nation whose citizens are becoming disgruntled about unequal distribution of oil riches.

"I have voted for our children to have a better future, to have good jobs so that their lives become better than ours," said Kumlyumkos Nurgazinov, 63, an oilfield machinery operator in Zhanaozen.

Stability in Kazakhstan had been upset by a series of Islamist-inspired attacks even before the Independence Day riots in Zhanaozen, where striking oil workers sacked by state-run companies had been protesting for higher wages since May.

In a gesture keeping with his support of the sacked oilmen, Nazarbayev -- who is overwhelmingly popular throughout most of the country of 16.7 million people -- overruled a decision by the constitutional council to cancel the election in Zhanaozen.

He also demanded jobs be found quickly for the 1,800 workers laid off by local oil companies. But not everyone is satisfied.

"They threw a humiliating job at me. I still don't know what my wages will be," said a man in his 20s, a former employee of the local oil company. He said police had beaten him on the day of the riot.

First to arrive at Polling Station No. 65 was a middle-aged woman who walked away with a vase, recalling a Soviet tradition to entice voters with gifts. A set of crystal wine glasses for the first 18-year-old voter was still unclaimed by late morning.

RELUCTANT TO SPEAK

A sense of fear accompanied voters who arrived to vote at a local school in the shadow of a burnt-out electronics store ransacked during the riots.

Many in the town refused to speak to reporters who were accompanied by police and officials. Most of the voters who did agree to speak expressed support for the ruling Nur Otan party.

By rubber-stamping Nazarbayev's policies, the party is viewed by many as the best guarantor of the stability that has set Kazakhstan apart from its restive and poorer Central Asian neighbors.

Unemployed driver Agadzhan Tulyayev, 43, said better utilities were needed in a town that imports drinking water along a pipeline from Russia. Nur Otan says 90 percent of urban households nationwide will be connected to the water mains by 2017.

"We also need peace. Only Nur Otan can bring this," he said.

Kazakhstan, four times the size of Texas, holds 3 percent of global oil reserves and has attracted more than $120 billion in foreign investment in two decades of independence. It boasts per capita GDP on a par with that of Turkey or Mexico.

The country has accumulated nearly $75 billion in foreign currency reserves and a National Fund for windfall oil revenues -- a buffer that Nazarbayev warns may be needed to insulate the country from a looming economic crisis.

Politicians are also wary of the mass protests that greeted a disputed election last month in Russia, still Kazakhstan's biggest trading partner and a cultural reference point for its millions of Russian-speaking citizens.

"This is a big examination for us," Nazarbayev said after voting in the national library in Astana, his futuristic capital on the windswept steppe. "I'm sure Kazakhstanis will make the right choice for their future and for our peaceful development."

The president cast his ballot shortly after his eldest daughter, Dariga Nazarbayeva, a 48-year-old opera enthusiast and former media executive who is expected to return to frontline politics after being included on the Nur Otan party list.

The list also includes artists and sports stars, including cyclist Alexander Vinokourov and two Olympic gold medalists.

"Most important is the fact we will no longer have a one-party parliament," Nazarbayeva said.

The party widely expected to claim second place and a spot in parliament is the pro-business Ak Zhol, membership of which has swollen rapidly since its founder left Nur Otan last year to build it into the country's second-largest political force.

Zhanat Shauenov, a 44-year-old Almaty resident, said he had voted for Ak Zhol in the belief the party would invest more in education and medicine. "They will devote more attention to small and medium-sized business," he said.

OPPOSITION SIDELINED

But several opposition parties have been barred from standing. Opposition politician Bolat Abilov, removed from his party list for allegedly falsifying his income declaration, said five of Nur Otan's six rival parties were "filials."

"Top-down changes are practically impossible in Kazakhstan," said Abilov, co-chairman of the All-National Social Democratic Party. "The president, the ruling party and their circle are too convinced they are right."

While Abilov's Social Democrats are contesting the vote, the Communist Party has been suspended while another critical movement, Alga!, has been denied registration as an official political party.

"This election will be another missed opportunity to bring political debate into the Kazakh parliament," said Lilit Gevorgyan, analyst at IHS Global Insight. Western monitors have never judged a Kazakh vote free and fair.

Local news agencies reported the Social Democrats had been granted official permission to hold a protest in the commercial capital and largest city, Almaty, on January 17.

Zhanaozen, 150 km (95 miles) from the Caspian Sea, is under a state of emergency. Miklos Haraszti, head of the Organisation for Security and Cooperation in Europe's observer mission, said this had affected freedom of movement and information.

"One right is supposed to be free and undisturbed: the right to elect. This situation needs special focus," he said.

Study: Indoor Tanning Linked With Early Onset of Skin Cancer (Time.com)

Given that indoor tanning beds were officially classified as a human carcinogen in 2009 -- up there with cigarettes and asbestos -- it should be fairly obvious that frequent tanning-booth exposure would increase your risk of skin cancer.

Indeed, the evidence linking indoor tanning with melanoma, the deadliest form of skin cancer, and squamous cell carcinoma, one of the more common forms of the disease, is "convincing," according to the World Health Organization's International Agency for Research on Cancer. But the research concerning tanning beds and basal cell carcinoma, the third and most frequent major type of skin cancer -- which accounts for some 80% of all skin cancer cases in the U.S. -- has thus far been inconsistent. (See pictures of a photographer's intimate account of her mother's cancer ordeal.)

Basal cell carcinoma, a slow-growing cancer, has traditionally been a disease of middle age. But it's been appearing with increasing frequency in people under 40, especially in women -- a demographic that also happens to like indoor tanning -- suggesting a link. So researchers at the Yale School of Public Health sought to study the association.

The study included 376 people under 40, who had been diagnosed with basal cell carcinoma between 2006 and 2010. They were matched with a control group of 390 dermatology patients who were diagnosed with minor skin conditions like cysts and warts. All participants had skin biopsies, and all were drawn from a Yale University database.

The researchers interviewed each participant about their UV exposure -- both in tanning beds and outdoors. They also asked about their history of sunburns, sunscreen use, family history of melanoma and non-melanoma skin cancers, and their self-reported eye, skin and hair color.

The conclusion: people who had ever used a tanning booth were 69% more likely to develop early-onset basal cell carcinoma than never tanners. Those who used tanning booths more regularly -- for at least six years -- were more than twice a likely to develop basal cell carcinoma, compared with never tanners.

The study found that women were far more devoted than men to indoor tanning, which might help explain why 70% of all early onset basal cell carcinomas occur in females. The authors concluded that about 27% of cases of early onset disease -- including 43% of cases in women -- could be prevented if people simply stopped using tanning booths.

That's a tall order, considering that some 30 million Americans use indoor tanning beds each year. Policy changes, such as the recent California ban on teen tanning, may help, the authors suggest. So would behavioral interventions aimed at women -- at least one study in 2010 found that the best way to get young women to tan less was to warn them about the skin-wrinkling effects of tanning-bed exposure, not the risk of skin cancer.

"Importantly, indoor tanning is a behavior that individuals can change. In conjunction with the findings on melanoma, our results for [basal cell carcinoma] indicate that reducing indoor tanning could translate to a meaningful reduction in the incidence of these two types of skin cancer," said Leah M. Ferrucci, first author of the paper and a postdoctoral fellow at the Yale School of Public Health, in a statement.

Summary Box: Weak holiday sales hurt Tesco shares (AP)

BAD CHRISTMAS: Tesco PLC, Britain's biggest retailer by sales, warned that a key sales figure fell 2.3 percent during the holiday shopping season, far worse than analysts had expected. The company said that will hurt profit growth.

CONTEXT: The company cut prices late last year in an effort to draw in customers. But it actually lost market share from a year ago, and the lower prices hurt results.

STOCK SHOCK: Tesco stock tumbled 16 percent Thursday, and shares of several rival retailers fell too.

Archos 35 home connect hands-on

Though we didn't have the Archos 35 home connect to wake us up personally during CES, we had a chance to get hands-on with the Android-based alarm clock on the floor and it did not disappoint. The Archos 35 home connect is the company's entrance into the world of feature-filled alarm clocks, joining the already established Sony Dash and Chumby. In terms of functionality, it's a morning talk show all rolled up into one, providing weather, real time traffic, news, sports, movies, music, TuneIn radio, social networking and much more through the built-in WiFi. You'll also find a webcam on the front, supporting apps like Tango for video calling, a rechargeable battery to take the party with you, and a 3.5 headphone jack for more personal use.

The overall device is solid and has a very curvy and nightstand-friendly footprint -- which is important for folks like us who sleep with other bedside gadgets. The volume controls are touch sensitive and the unit itself has a decent enough range. Archos is not only pushing this as a fully-featured Alarm Clock, but also a portable Android 2.2 media device -- supporting over 30,000-or-so apps in Archos' non-Android-Market, Appslib. While the 35 home connect's features make it compelling enough to make it a viable option, we feel there's nothing to push it past its aforementioned competition, especially with the $149 price tag. Check out all the angles and interface of the 35 home connect in the gallery below.

Gingrich hits Romney for knowing how to speak French (The Ticket)

During his college years in the 1960s, Mitt Romney spent two years as a Mormon missionary in France. Now, Newt Gingrich is trying to use that time abroad against him.

A new web ad released by Newt Gingrich's campaign titled "The French Connection" compares Romney to other politicians from Massachusetts, including former governor Michael Dukakis and Sen. John Kerry, both former Democratic presidential nominees. The "French Connection" of the ad's title? In a parting shot, the voiceover explains: "Just like John Kerry," the voice in the ad says, "he speaks French too!"

Khartoum bourse launches electronic trade (Reuters)

KHARTOUM (Reuters) ? The Khartoum stock exchange on Sunday launched a long-awaited computer trading system that will bring to an end an era of scribbling stock prices on white boards and also marks Sudan's efforts to attract more investment.

But very thin trading in the first session of the electronic system -- a gift from Oman -- highlighted the need to overhaul regulations and transparency.

None of the 40 stocks listed on the display in the new trading room moved in the first 45 minutes. Trading focused as always on government-issued Islamic bonds, known as shahamas, which changed hands for 114,036 Sudanese pounds ($38,000).

"I think the new electronic system will improve transparency and provide more information so volumes will rise much," said Taha Hussein Yousif, General Manager at local broker HH Stock Exchange Co.

"But we also need more regulation and information on companies. We need a new security law," he said.

He said there was interest in large firms such as telecoms Sudatel (SDTL.AD) or Islamic banks such as Faisal Islamic Bank but with little corporate information on other firms overall liquidity was thin.

Altayeb Musawi Shaigoog, legal expert at the Muscat partner bourse, said the new system was a big step forward to give access to other exchanges and allow more cross listings.

"They now need to develop regulations, the primary market with IPOs and have solid companies," he said.

Officials hope the bourse will attract more investment as the country seeks to overcome a severe economic crisis after losing two-thirds of its oil production to South Sudan.

"This is the beginning of new era. God willing, there will be also trading with gold, minerals and real estate," said the stock exchange's general manager Osman Hamad Khair.

The Khartoum bourse is small by international standards with a market capitalization of just around $2.1 billion. Up to 90 percent of trading is in shahamas because they are guaranteed by the central bank.

The government is in the process of overhauling an existing securities law that dates back to 1994 but no decisions have been made yet.

Exclusive: Second Arab monitor may quit Syria over violence (Reuters)

CAIRO (Reuters) ? An Arab monitor said on Wednesday he might quit a fraying Arab League team of observers in Syria because the mission was proving ineffectual in ending civilians' suffering there, exposing rifts in an Arab peace effort.

His comments come a day after Anwar Malek, an Algerian observer, told Al Jazeera TV he had quit Syria because the peace mission was a "farce."

Malek's departure was a blow to the mission, already criticized by Syria's opposition as a toothless body that only served to buy President Bashar al-Assad time.

Its work has already been hampered by an attack on monitors in the western port of Latakia this week that lightly wounded 11 and prompted the League to delay sending new observers to Syria to join about 165 already there.

Another resignation would further undermine its credibility.

Asked if he agreed with Malek's characterization of the mission as a failure, the monitor said: "It is true, it is true. Even I am trying to leave on Friday. I'm going to Cairo or elsewhere... because the mission is unclear.... It does not serve the citizens. It does not serve anything."

"The Syrian authorities have exploited the weakness in the performance of the delegation to not respond. There is no real response on the ground."

The monitor, speaking by telephone from Syria, asked not to be named as he was not authorized to speak to the media.

"The military gear is still present even in the mosques. We asked that military equipment be withdrawn from the Abu Bakr al-Siddiq mosque in Deraa and until today they have not withdrawn."

The Arab League monitoring mission began work on December 26. Its task is to verify if Syria is complying with an agreement to halt a crackdown on 10 months of protests against Assad in which the United Nations says more than 5,000 people have been killed.

    OPPOSITION ALARMED

A U.N. official told the Security Council on Tuesday that Syria had accelerated its killing of protesters after the Arab monitors had arrived.

Assad mocked the Arab League in a 100-minute speech in which he said that it had failed for six decades to promised to take a position in Arab interests. He said he would strike down a revolt he slammed as foreign plot.

The choice of a Sudanese general to head the mission had already alarmed opposition activists who say Sudan's own defiance of a war crimes tribunal means the monitors probably will not recommend strong action against Assad.

The monitor said the Syrian authorities had shown little genuine willingness to comply with the plan while the observers lacked the expertise to do their mission justice.

"There is oppression. There is strong oppression and there is suffering, a lot of suffering, more than you imagine," he said, describing one part of the central city of Homs he had visited.

"This is a very big problem and it is related firstly to the general will of the Syrian authorities to cooperate with the delegation in a genuine manner and without maneuvering," he said.

"Secondly, it is related to the expertise of the delegation... It needs experts in the fields of monitoring, of diplomacy, of international law."

While an Arab League meeting on Syria said on Sunday it remained committed to the mission, the observer said that individual monitors were thinking of quitting, either fearing for their lives or frustrated at failing to make a difference.

U.S. Secretary of State Hillary Clinton said the League monitoring mission in Syria could not continue indefinitely.

Adnan Khodeir, head of the League's monitoring operations room, said the observers could resume work on Thursday after not going out for two days following the Latakia attack. "All the monitors are well, and there are no problems," he said.

    PROMISES NOT MET

Under the Arab peace plan, Syrian authorities were supposed to stop attacking peaceful protests, withdraw troops and tanks from the streets, free detainees and open a political dialogue.

The monitor said those promises had not been met, with the Syrian military still present in cities, even in residential areas, while it was difficult to verify, for instance, if political prisoners had genuinely been released.

"There are lots of detainees who are not detained officially. Are they with air force security? Are they with military security? Are they with political security?" he said.

Malek accused Syria of war crimes and torturing prisoners. The Arab League, which suspended Syria in November for failing to halt the crackdown, disputed Malek's account, saying illness had stopped him carrying out his work.

The monitor said Malek may have had contacts with some Syrian opposition members, but they had visited Homs together.

Monitors had been allowed to visit any area they chose, but Syrian authorities had refused to accompany them in particularly tense neighborhoods, forcing them to make a decision to either stay away or take the risk of going in alone, said the monitor.

He arrived in Syria on December 27 and has visited Homs, Damascus and Deraa. The Bab Amr area of Homs was in a particularly dire way, he added.

Syria has barred most independent media, making it difficult to verify conflicting accounts of events on the ground.

The country says it is facing a wave of terrorism by Islamists and conspirators who are armed and manipulated from abroad and have killed 2,000 members of the security forces.

But the monitor said he had seen no evidence of this.

"We did not feel afraid or threatened while talking to them. In all the areas we went to, we did not meet any gunmen, unless they had hidden their guns," he said. "What we found were citizens in their homes who spoke of their suffering."

As new year arrives, trends point to brighter jobs picture

WASHINGTON (AP) - The job market is looking a little brighter at the start of the new year.

Weekly unemployment benefit applications have fallen to levels last seen more than three years ago. Holiday sales were solid. Service companies grew a little faster in December. And many small businesses say they plan to add jobs over the next three months.

The mix of private and government data released Thursday sketched a picture of an economy that is slowly strengthening, stoking optimism one day ahead of the government's important read on December job growth.

"Businesses have increased hiring to meet the underlying pick-up in (consumer) demand," said Neil Dutta, an economist at Bank of America Merrill Lynch.

The encouraging reports on the U.S. economy gave Wall Street a late-day lift, offsetting renewed concerns over Europe's debt crisis. The Dow Jones industrial average, which had fallen by as much as 134 points at one point in the day, closed down just 3 points. Broader indexes posted modest gains.

Weekly applications for unemployment benefits dropped to a seasonally adjusted 372,000 last week, the Labor Department said Thursday. That's 11 percent lower than the same time last year.

Almost the entire descent occurred this fall. Applications had fluctuated sharply over the first nine months of 2011, falling as low as 375,000 and rising as high as 478,000. By early September, they were at 432,000 - only 5,000 below where they began the year.

Since then, applications have declined steadily. That has pushed the four-week average, which smooths fluctuations, to 373,250 - the lowest level since June 2008.

When applications drop below 375,000 - consistently - they generally signal that hiring is strong enough to reduce the unemployment rate.

U.S. service firms, which employ roughly 90 percent of the work force, grew a little faster in December, according to the Institute for Supply Management.

The trade group of purchasing managers said its index of non-manufacturing activity rose to 52.6. That's slightly above November's reading of 52 - the lowest in nearly two years - but well below last year's high of 59.7 recorded in February.

Any reading above 50 indicates expansion.

An increase in new orders and stronger imports drove last month's modest expansion. But a gauge of hiring showed many service firms were hesitant to add workers.

Retailers, meanwhile, reported solid but not spectacular sales gains last month. And much of the increase stemmed from heavy discounting that will likely cut into profits.

Sales rose 3.5 percent in December for a group of 25 retail chains tracked by the International Council of Shopping Centers. Holiday sales, which cover the last two months of the year, rose 3.3 percent, a decent rise but less than last year's gain.

Small businesses remain encouraged about their plans to hire over the next three months. The National Federation of Independent Business says the proportion of those firms that expect to add workers is slightly off from the three-year high hit last month.

Economists are predicting that overall hiring increased in December and will strengthen this year.

John Ryding, an economist at RDQ Economics, forecasts that employers added 180,000 jobs last month, a big jump from November's 120,000 net jobs.

Economists surveyed by the Associated Press project that the economy will generate an average of 175,000 jobs per month this year. That would be a step up from average monthly gains of 130,000 last year and 78,000 in 2010.

In November, the unemployment rate fell to 8.6 percent from 9 percent. Still, about half that decline occurred because many of the unemployed gave up looking for work. When people stop looking for a job, they're no longer counted as unemployed.

The pickup in hiring reflects some modest improvement in the economy. Growth will likely top 3 percent at an annual rate in the final three months of this year, economists expect. That would be a sharp improvement over the 1.8 percent growth in the July-September quarter.

Even so, many economists forecast that growth could slow to roughly 2 percent this year. Europe is almost certain to fall into recession because of its financial troubles. And without more jobs and higher incomes, consumers may have to cut back on spending. That could drag on growth in 2012.

Drunk in Darth Vader mask gets Tasered

    Sang Tan / AP

Not the man who was arrested.

    By Gael Fashingbauer Cooper

Like the real Darth Vader, he didn't go down easy.

A drunk man wearing a Darth Vader mask was Tasered Thursday in Florida -- but it took pepper spray to finally bring him under control, NBCMiami.com reports.

The site has a photo of the man, Michael E. Cole, 28, who's sadly not wearing the mask in his mug shot. Apparently a??Florida Highway Patrol officer responded to a call about an intoxicated man walking in the road wearing Vader's mask.

When Cole started to hit and kick the officer, he was Tasered, but his heavy jacket (and the Force?) protected him. Apparently Sith Lords have no protection against pepper spray, which was then used on Cole. He was treated at a hospital and then booked into jail on charges of felony resisting arrest and felony battery on a police officer.

NBCMiami, com, however, saves the best for last. The final two lines of the site's story read: "FHP spokeswoman Sgt. Kim Montes said no cape or lightsaber were found at the scene, but did say that Cole's mom came and picked up his Vader mask. The news comes less than a month after a man in a Chewbacca mask was involved in a shooting in West Palm Beach."

The Force is strong in Florida, my friends.

Fed's Bullard says inflation targeting near: report (Reuters)

(Reuters) ? Central bankers are approaching a deal to set an explicit inflation target, a top Federal Reserve official said, part of a campaign to boost the economy by guiding expectations on interest rate policy.

"We are very close to having inflation targeting in the U.S.," James Bullard, president of the St. Louis Federal Reserve Bank, told Bloomberg Radio in an interview on Thursday. A story of his remarks was posted to Bloomberg's website on Friday.

"We are getting closer to being able to make a committee-wide statement about these longer-term policy goal issues," Bullard said.

Since the 2007-2009 recession, the Fed has adopted new communication strategies to improve transparency and support growth by making clear that borrowing costs will be held low for an extended period.

Expectations of low interest rates can encourage investors to buy higher-yielding assets like company shares, providing the companies with more capital. Similarly, banks could be pushed to boost their own earnings by lending more money.

In the last four policy meetings, the Fed has said it will likely hold interest rates at ultra-low levels until at least mid-2013.

Minutes of its most recent meeting in December showed policymakers plan to begin publishing their forecasts for rates. It also showed they debated a statement on their longer-term goals and policy strategies. Officials are set to resume their discussion at their next policy meeting on January 24-25.

Providing an explicit inflation target could help ease concerns that the Fed might take its eye off inflation in its effort to spur stronger growth. In addition, if inflation looks unlikely to breach the Fed target anytime soon, investors can count on the Fed holding open the monetary spigot.

Individual forecasts from Fed policymakers have shown most aim to keep inflation in a 1.7 percent to 2 percent range, but an explicit target that they all agree on could give the public and financial markets a clearer prism to gauge how the central bank might respond to incoming data.

According to Bloomberg, Bullard said a Fed statement of longer-run goals "would name a target but it would also reiterate things we have said over the years about how keeping inflation low and stable contributes to great economic performance over all."

Elin Nordegren and Jamie Dingman: Getting Serious!

Elin Nordegren may have just demolished her mansion by the sea, but her romance with Jamie Dingman, a wealthy businessman, is apparently getting stronger by the day.

So much so, they spent the holidays together!

Sources say the romantic couple traveled to the Bahamas, and “things are going great between them.” She started dating Jamie Dingman around the middle of last year.

    Elin Nordegren and Her Children

The Swedish beauty, who just turned 32 Jan. 1, and her kids have moved into a private community until the new house is ready. Dingman reportedly visits her often.

Jamie's dad, Michael Dingman, is a wealthy investor, while Jamie himself specialized in Russian private equity funds and once owned an Indy car-racing team.

Interestingly, he reportedly dated Bridget Moynahan, Tom Brady's ex, before Elin, and has also been linked to Princess Madeleine of Sweden ... and Rachel Uchitel.

We're just glad Elin Nordegren is happy in any case.

Rick Perry's Job Creation Partnership With Texas A&M Didn't Do Much

    The Eagle:

When Gov. Rick Perry in 2005 used one of Texas' largest-ever job creation grants to create a biomedical research center in Brazos County, he promised the $50 million would save lives and bring thousands of high-paying jobs to the state.
But more than six years later, those jobs have not materialized. A biotech firm based in The Woodlands that received 70 percent of the money, Lexicon, has laid off more than half its staff, shed its role in the project and transferred most of its early job creation obligations to its public partner, the Texas A&M University System. And the institute Lexicon and the A&M System teamed up to create, the Texas Institute for Genomic Medicine, or TIGM, employs just nine people.

Magid: Facebook's new offices may herald a trend

As I sat down to write my "2012 tech predictions" column, I recalled a visit last week to Facebook's new offices in Menlo Park, which may herald a business trend in the new year and beyond.

What impressed me -- besides the cafeteria and fabulous employee gym to work off all that free food -- is how the company is allowing workers to organize their own work and meeting space. In a sense, the offices are a bit like the company's flagship social network.

Facebook provides the infrastructure to make things happen, but doesn't dictate exactly where and when.

That's up to the "users." And when it comes to collaboration, the atmosphere is both open and social.

It might be stretching the analogy to suggest that Facebook employees are encouraged to "share" by default.

But they don't generally work in cubicles and even the executives don't have walled-off offices. Instead, as you walk through the various buildings on the campus that used to house Sun Microsystems, you see lots of spaces where people can sit -- or stand -- to do their work or conduct their meetings.

There are glass-enclosed conference rooms, including some that still have the Sun logo on the glass -- one of the few reminders of the campus' former occupant.

But there are plenty of other "spaces" to work, including small and large tables and spaces under stairways where workers can stand

up to take a call or read an email on their phone or tablet or conduct an impromptu meeting with fellow employees.

The Facebook campus is very much a work in progress.

There are still plenty of hard-hat-only areas where construction workers are erecting bridges between buildings, turning paved areas into grassy outdoor gathering places and otherwise sprucing up and modernizing the facilities.

Unlike the Googleplex in Mountain View, it doesn't yet have that college campus-like feeling. I'm told that at least one outdoor area will eventually resemble downtown Palo Alto -- the scene of Facebook's original office.

What Facebook and Google (GOOG) offices do have in common is that sense of openness and the constant mixture of work and play.

It's become a Silicon Valley tradition to offer on-site distractions, ranging from foosball tables to volleyball courts, and to give employees maximum flexibility as to how they use their time.

There is a rush hour at these companies when many employees arrive in the morning and leave in the early evening.

But there are plenty of people working long and odd hours because -- as any aware manager should know -- creativity doesn't always strike between 9 and 5. And, by offering food, exercise and other amenities, companies like Google and Facebook encourage employees to hang around.

Sure, I've seen Google employees "waste time" by playing impromptu soccer games on the company's parklike lawns. But when the game's over, they're back at work within minutes and -- who knows -- there may very well be some creative work getting done in their heads as they play.

I'm a firm believer that flexibility can lead to creativity and productivity. I started writing this column at 5:30 on a Thursday morning because that's when I'm at my best when it comes to conjuring up ideas. And -- truth be told -- it's also a few hours before my deadline. Procrastination aside, that rush to produce before an impending deadline forces me to focus and -- in my humble opinion -- improves my writing.

I have an office at home, which I use a lot, but at the moment, I'm plopped in front of my kitchen table. I sometimes write from a local coffee shop and I've been known to start, finish and file a column on a cross-country flight, thanks to Gogo Inflight that provides Wi-Fi service on Virgin America, American, Delta and some other airlines.

Being able to access the Internet from 35,000 feet takes cloud computing to a whole new level.

The technology that makes this all possible is not only getting better, but getting even more portable.

When I visit Silicon Valley companies, I often notice employees walking around with their laptops and, increasingly, tablets. It's not uncommon to see a Googler or Facebook staffer walking down a hall and peeking at an open MacBook or ThinkPad to consult the cloud-based company calendar to find out what meeting room they're headed for.

And when they arrive, there are plenty of electrical outlets to power laptops.

There are even preinstalled power adapters for the most popular laptops. I've seen a few people carrying iPads or Android tablets and I expect that trend to grow over time.

Unlike a notebook PC, a tablet works great when you're standing up walking between meetings.

So my optimistic prediction for 2012 is that we're going to see some fundamental changes in the way companies organize their employees work environment.

Work will become more flexible, more adaptable and, for companies that implement it correctly, more profitable.

    Microsoft Windows Information

Microsoft Windows is a series of operating systems produced by Microsoft. Microsoft introduced an operating environment named Windows on November 20, 1985 as an add-on to MS-DOS in response to the growing interest in graphical user interfaces (GUIs). Microsoft Windows came to dominate the world's personal computer market, overtaking Mac OS, which had been introduced in 1984. The most recent client version of Windows is Windows 7; the most recent server version is Windows Server 2008 R2; the most recent mobile version is Windows Phone 7.Versions

The term Windows collectively describes any or all of several generations of Microsoft operating system products. These products are generally categorized as follows:

    Early versions
The history of Windows dates back to September 1981, when Chase Bishop, a computer scientist, designed the first model of an electronic device and project "Interface Manager" was started. It was announced in November 1983 (after the Apple Lisa, but before the Macintosh) under the name "Windows", but Windows 1.0 was not released until November 1985. The shell of Windows 1.0 was a program known as the MS-DOS Executive. Other supplied programs were Calculator, Calendar, Cardfile, Clipboard viewer, Clock, Control Panel, Notepad, Paint, Reversi, Terminal, and Write. Windows 1.0 did not allow overlapping windows. Instead all windows were tiled. Only dialog boxes could appear over other windows.

Windows 2.0 was released in October 1987 and featured several improvements to the user interface and memory management. Windows 2.0 allowed application windows to overlap each other and also introduced more sophisticated keyboard shortcuts. It could also make use of expanded memory.
Windows 2.1 was released in two different versions: Windows/386 employed the 386 virtual 8086 mode to multitask several DOS programs, and the paged memory model to emulate expanded memory using available extended memory. Windows/286 (which, despite its name, would run on the 8086) still ran in real mode, but could make use of the high memory area.

The early versions of Windows were often thought of as simply graphical user interfaces, mostly because they ran on top of MS-DOS and used it for file system services. However, even the earliest 16-bit Windows versions already assumed many typical operating system functions; notably, having their own executable file format and providing their own device drivers (timer, graphics, printer, mouse, keyboard and sound) for applications. Unlike MS-DOS, Windows allowed users to execute multiple graphical applications at the same time, through cooperative multitasking. Windows implemented an elaborate, segment-based, software virtual memory scheme, which allowed it to run applications larger than available memory: code segments and resources were swapped in and thrown away when memory became scarce, and data segments moved in memory when a given application had relinquished processor control.

    Windows 3.0 and 3.1
Windows 3.0 (1990) and Windows 3.1 (1992) improved the design, mostly because of virtual memory and loadable virtual device drivers (VxDs) that allowed them to share arbitrary devices between multitasked DOS windows. Also, Windows applications could now run in protected mode (when Windows was running in Standard or 386 Enhanced Mode), which gave them access to several megabytes of memory and removed the obligation to participate in the software virtual memory scheme. They still ran inside the same address space, where the segmented memory provided a degree of protection, and multi-tasked cooperatively. For Windows 3.0, Microsoft also rewrote critical operations from C into assembly.

    Windows 95, 98, and Me
Windows 95 was released in August 1995, featuring a new user interface, support for long file names of up to 255 characters, and the ability to automatically detect and configure installed hardware (plug and play). It could natively run 32-bit applications, and featured several technological improvements that increased its stability over Windows 3.1. There were several OEM Service Releases (OSR) of Windows 95, each of which was roughly equivalent to a service pack.
Microsoft's next release was Windows 98 in June 1998. Microsoft released a second version of Windows 98 in May 1999, named Windows 98 Second Edition (often shortened to Windows 98 SE).
In February 2000, Windows 2000 (in the NT family) was released, followed by Windows Me in September 2000 (Me standing for Millennium Edition). Windows Me updated the core from Windows 98, but adopted some aspects of Windows 2000 and removed the "boot in DOS mode" option. It also added a new feature called System Restore, allowing the user to set the computer's settings back to an earlier date.

    Windows NT family
The NT family of Windows systems was fashioned and marketed for higher reliability business use. The first release was NT 3.1 (1993), numbered "3.1" to match the consumer Windows version, which was followed by NT 3.5 (1994), NT 3.51 (1995), NT 4.0 (1996), and Windows 2000, which is the last NT-based Windows release that does not include Microsoft Product Activation. Windows NT 4.0 was the first in this line to implement the "Windows 95" user interface (and the first to include Windows 95's built-in 32-bit runtimes).

Microsoft then moved to combine their consumer and business operating systems with Windows XP that was released on October 25, 2001. It came both in home and professional versions (and later niche market versions for tablet PCs and media centers); they also diverged release schedules for server operating systems. Windows Server 2003, released a year and a half after Windows XP, brought Windows Server up to date with Windows XP. After a lengthy development process, Windows Vista was released on November 30, 2006 for volume licensing and January 30, 2007 for consumers. And its server counterpart, Windows Server 2008 was released in early 2008. On July 22, 2009, Windows 7 and Windows Server 2008 R2 were released as RTM (release to manufacturing) while the former was released to the public 3 months later on October 22, 2009.

    64-bit operating systems
Windows NT included support for several different platforms before the x86-based personal computer became dominant in the professional world. Versions of NT from 3.1 to 4.0 variously supported PowerPC, DEC Alpha and MIPS R4000, some of which were 64-bit processors, although the operating system treated them as 32-bit processors.

With the introduction of the Intel Itanium architecture (also known as IA-64), Microsoft released new versions of Windows to support it. Itanium versions of Windows XP and Windows Server 2003 were released at the same time as their mainstream x86 (32-bit) counterparts. On April 25, 2005, Microsoft released Windows XP Professional x64 Edition and Windows Server 2003 x64 Editions to support the x86-64 (or x64 in Microsoft terminology) architecture. Microsoft dropped support for the Itanium version of Windows XP in 2005. Windows Vista was the first end-user version of Windows that Microsoft released simultaneously in x86 and x64 editions. Windows Vista does not support the Itanium architecture. The modern 64-bit Windows family comprises AMD64/Intel64 versions of Windows 7 and Windows Server 2008, in both Itanium and x64 editions. Windows Server 2008 R2 drops the 32-bit version, although Windows 7 does not.

    Windows CE
Windows CE (officially known as Windows Embedded Compact), is an edition of Windows that runs on minimalistic computers, like satellite navigation systems and some mobile phones. Windows Embedded Compact is based on its own dedicated kernel, dubbed Windows CE kernel. Microsoft licenses Windows CE to OEMs and device makers. The OEMs and device makers can modify and create their own user interfaces and experiences, while Windows CE provides the technical foundation to do so.

Windows CE was used in the Dreamcast along with Sega's own proprietary OS for the console. Windows CE is the core from which Windows Mobile is derived. Microsoft's latest mobile OS, Windows Phone, is based on components from both Windows CE 6.0 R3 and the current Windows CE 7.0.

Windows Embedded Compact is not to be confused with Windows XP Embedded or Windows NT 4.0 Embedded, modular editions of Windows based on Windows NT kernel.

    Future of Windows
Windows 8, the successor to Windows 7, is currently in development. Microsoft posted a blog entry in Dutch on October 22, 2010 hinting that Windows 8 would be released in roughly 1 year. Also, during the pre-Consumer Electronics Show keynote, Microsoft's CEO announced that Windows 8 will also run on ARM CPUs. This Windows version will also be more suitable for tablets and netbooks, featuring a more touch-friendly interface. Several new features will also be introduced, such as support for USB 3.0 and the ability to run Windows from USB devices (like USB Hard Disks or USB Flash drives) with Windows To Go.

NASA's twin GRAIL spacecraft reunite in lunar orbit

ScienceDaily (Jan. 1, 2012) ? The second of NASA's two Gravity Recovery And Interior Laboratory (GRAIL) spacecraft has successfully completed its planned main engine burn and is now in lunar orbit. Working together, GRAIL-A and GRAIL-B will study the moon as never before.

"NASA greets the new year with a new mission of exploration," said NASA Administrator Charles Bolden. "The twin GRAIL spacecraft will vastly expand our knowledge of our moon and the evolution of our own planet. We begin this year reminding people around the world that NASA does big, bold things in order to reach for new heights and reveal the unknown."

GRAIL-B achieved lunar orbit at 2:43 p.m. PST (5:43 p.m. EST) today (Jan. 1, 2012). GRAIL-A successfully completed its burn yesterday at 2 p.m. PST (5 p.m. EST). The insertion maneuvers placed the spacecraft into a near-polar, elliptical orbit with an orbital period of approximately 11.5 hours. Over the coming weeks, the GRAIL team will execute a series of burns with each spacecraft to reduce their orbital period to just under two hours. At the start of the science phase in March 2012, the two GRAILs will be in a near-polar, near-circular orbit with an altitude of about 34 miles (55 kilometers).

During GRAIL's science mission, the two spacecraft will transmit radio signals precisely defining the distance between them. As they fly over areas of greater and lesser gravity caused by visible features such as mountains and craters, and masses hidden beneath the lunar surface, the distance between the two spacecraft will change slightly.

Scientists will translate this information into a high-resolution map of the moon's gravitational field. The data will allow scientists to understand what goes on below the lunar surface. This information will increase knowledge of how Earth and its rocky neighbors in the inner solar system developed into the diverse worlds we see today.

Each spacecraft carries a small camera called GRAIL MoonKAM (Moon Knowledge Acquired by Middle school students) with the sole purpose of education and public outreach. The MoonKAM program is led by Sally Ride, America's first woman in space, and her team at Sally Ride Science in collaboration with undergraduate students at the University of California in San Diego.

GRAIL MoonKAM will engage middle schools across the country in the GRAIL mission and lunar exploration. Thousands of fifth- to eighth-grade students will select target areas on the lunar surface and send requests to the GRAIL MoonKAM Mission Operations Center in San Diego. Photos of the target areas will be sent back by the GRAIL satellites for students to study.

A student contest that began in October 2011 also will choose new names for the spacecraft. The new names are scheduled to be announced in January 2012. Ride and Maria Zuber, the mission's principal investigator at the Massachusetts Institute of Technology in Cambridge, chaired the final round of judging.

NASA's Jet Propulsion Laboratory in Pasadena, Calif., manages the GRAIL mission for NASA's Science Mission Directorate, Washington. The GRAIL mission is part of the Discovery Program managed at NASA's Marshall Space Flight Center in Huntsville, Ala. Lockheed Martin Space Systems in Denver built the spacecraft. JPL is a division of the ?alifornia Institute of Technology in Pasadena.
